 @dwt: For testing, an easier way is to compress all files as a zip and
 change the extension to .xpi .  Then drag and drop into your open Tor
 Browser window.  It will enable automatically, but if you want to make a
 change, disable and then remove it from the add-ons menu before closing
 the Tor Browser (otherwise your changes will persist).

 The real question to me is whether branding is an asset or not.  It might
 be helpful to have a theme that is The Tor Theme but isn't recognizable to
 a random passerby.
