 In order to have the reports collected by the mlab batch script and
 inserted into google cloud storage and place in bigtable they need to
 follow a certain file path structure.

 That is they need to be written to
 /var/spool/mlab_ooni/{YYYY}/{MM}/{DD}/{YYYYMMDD}T{HH}:{MM}:{SS}whatever.whatever

 for example:

 /var/spool/mlab_ooni/2014/09/22/20140922T00:15:53.91145000Z_198.254.193.142:62217.whatever

 The first directory part can be picked by changing the oonib.conf
 archive_dir option. I think the later should be a flag that can be enabled
 or disabled to write reports to directories formatted in that way.

 It could be called "date_archive: true|false".
