 Review: the patch looks like it does what it says it does, but I'd feel
 better about it if we had a way to repro the problem and test that this is
 actually the cause.

 Re: worry no. 1 - "having learned_bridge_descriptor race with
 fetch_bridge_descriptors. If the second happens first, we'll launch a
 channel with an unknown identity."; the consequence of this is just
 launching an extra channel as in the original bug, so at least this patch
 couldn't make that any worse?

 Re: worry no. 2 - "the change in handling for a bridge that changes its
 identity"; you mean, for example, if the bridge changes identity and the
 cached descriptor is obsolete?
