 See my feature13211 branch.

 (My branch assumes the #13153 branch will go in first.)

 It's possible that we should worry about client-side partitioning here --
 at first only a few clients will do this new behavior. I'm not really a
 fan of the extra machinery that will go into resolving the partitioning
 though.
