 boklm - I like that idea. It would also allow 4.0a2 users to continue to
 update to 4.0a3 (which we would leave as the only update at
 https://www.torproject.org/dist/torbrowser/update/, since they cannot
 update to anything past 4.0a3 due to #13049). We are then free to update
 4.0a3 users separately to a ff31-esr based TBB via
 https://www.torproject.org/dist/torbrowser/update_2/.
