 According to [comment:23:ticket:9531 diagnose], hangs happens if no
 connection was established and  requested to write bytes. What if control
 port already open and TLS connection initiated by another add-on or
 something later, and only then Tor Launcher writes command to already open
 control connection. Will hang appear for this case?

 What if to change initial timeout initialization, instead of 15 seconds to
 keep it for several minutes, and to keep connection after success writing
 instead of disabling timeout by `_clearSocketTimeout`. As workaround.
