 I thought this was related to #13443 but now I am sure it's different. The
 symptom is that Tor Browser 4 crashes right after start tor browser is
 launched.

 This is not as frequent as #13443 and #13472 but it's there. Let me know
 if there is any information you need from the help desk side.
