 Correct no application windows are visible.

 I originally installed over the previous version but after it failed I
 read a blog that indicated to install it in a new folder and also one that
 was not on the desktop I tried both of these with still no luck. I tried
 to locate the file you asked me to modify but it does not exist in the
 directory you suggest.

 in the directory C:\Users\Steve\Desktop\v4.0\Tor
 Browser\Browser\TorBrowser\Data\Browser\profile.default are the following
 files

    extensions (folder)
    preferences (folder)
    bookmarks.html
    compatibility.ini
    parent.lock
