 ioerror, I'm looking into this.

 Is this a general thing where we should treat any zero-length file as if
 it doesn't exist?
 Or is it just an issue for the keys?

 So far, my (partial) analysis is:
 * empty keys - overwrite
 * empty torrc - ok (use defaults)
 * empty caches - overwrite (if we don't already)
