 We've had multiple users say that they're unable to start Tor Browser when
 trying to use it behind various OpenVPN-based VPNs, including ClearVPN and
 HideMyAss. Even with antivirus and firewall software disabled, the
 experience seems to be that a Firefox window won't even open. On Windows
 7, the mouse cursor will spin for a moment, then nothing will happen.
 Hence these users are unable to provide a Tor log.
