Comment:

 So, we're talking about removing whatever code may be present for Windows
 pre-XP (#11444) and XP (#11445).

 While it is likely that XP support will continue for a while longer,
 Windows targets prior to that have been EOL for considerably longer (In
 the case of Windows 98, since July 2006), and Tor on those systems is not
 supported in any way (and is likely to be broken even further in the
 future).

 Since the code cleanups in question have not been done yet, you may have
 luck if you compiled binaries by yourself, however you are on your own.
