 0.2.5.10 - possibly also newer Tor - doesn't even start in Win 9x,
 complains about missing import(s) from MSVCRT.DLL

 Please revise the build/testing process to ensure appropriate
 versions of the tools are used and no functions are called, unless
 strictly necessary, that are not available on Win 9x platforms !
