 I think merging anytime is fine.

 It won't hurt users much, because they'll swap out a dir auth that isn't
 up for a dir auth that isn't signing the current consensus.

 And authority operators are hopefully now paying attention to when and
 whether they should upgrade, and having them just be able to move to git
 if that's easy for them will be a plus.
