 OK. Please look at the `bug9321_draft` branch again. I implemented the
 above concepts and wrote some unittests. Please review :)

 FWIW, if the `UseGuardFraction` consensus/torrc parameter is disabled, we
 are not going to apply any guardfraction information found in consensuses.
