 Yes! I reproduced this by adding a fingeprint to my torrc. Without a
 fingerprint, it was not loading the bridge descriptor from the cache
 because of `ROUTER_WAS_NOT_WANTED`.

 arma/nick's branch works fine and solves the 60s problem for me!
