 A console window is opened by the tor process when using a recent TBB
 nightly build.  I observed this problem on a Win7 Pro 32-bit system when
 running this build:

 https://people.torproject.org/~linus/builds/tbb-nightly-2014-05-11
 /torbrowser-install-tbb-nightly_en-US.exe

 Assigned to gk because I suspect this problem was introduced by the recent
 build changes/util refactoring... but I am not sure.

 brade and I saw the same problem with our own build.  TBB 3.6.1 does not
 have this problem.
