 I agree with your comments.

 I have some progress on `bug10887_take2` but it's not done.

 The unittests fail because they don't set a state location, and also I
 just noticed that setup() is run for every transport when in external
 mode. We should fix that.

 I'm postponing this ticket for the future (in 2 weeks or so).
