 I like to use small icons and previously hadn't had the HTTPS-E icon in
 the toolbar so I can't tell if this is something that was always the case
 or it is some thing that broke along the way.

 If I use small icons in Firefox 28 the counter and the icon overlap each
 other.

 Best you look at the screen shot.
