 Almost done with new test_checkdir.c to verify this and other options. (No
 prior test coverage for check_private_dir())

 I still need to sync up with ioerror and confirm this fixes his gstreamer
 system Tor configuration. [or reproduce same myself, and confirm. TBD.]
