 It's more than just TBB bug where you could to disable plugins from
 showing up for browser.

 It's hard to say anything without example link. Even with link, it's
 likely some specific environment conditions that hard to reproduce even.
 Like, user [https://support.mozilla.org/en-US/questions/955790 asked]
 maybe about this bug, with URL, but no one yet able to diagnose problem.

 Somebody still need go to deeper investigation.

 Can you print-screen applications preferences (Edit -> Preferences ->
 Applications) with installed Flash?
