Comment:

 This is happening because KB SSL Enforcer is preventing QuickScroll from
 working, not because of HTTPS Everywhere (which appears to be attempting
 to rewrite the quickscroll link correctly). I would open this issue with
 the KB SSL Enforcer developers.
