 Discovered a bug in compressing weights when some of the values are
 missing and some are not.  Patch in my
 [https://gitweb.torproject.org/user/karsten/onionoo.git/shortlog/refs/heads/task-11388-2
 task-11388-2 branch].  Had to restart re-processing the archive.
