Comment:

 This isn't a packaging issue, it's a obfsproxy build one.  Apparently I
 forgot to add txsocksx in the setup_py2exe.py's `includes` list.  I'm not
 sure if py2exe is smart enough to pick up parsely if only txsocksx is
 added.

 Something to chalk up to "none of the obfsproxy developers do development
 on Windows".
