 If you'd care to argue for it not to be private then go ahead! I fought
 that battle and lost. Having it accessible by all tor devs is the middle
 ground we moved to (it used to be so s3kr1t only dirauth ops could see
 which drove me nuts). :P

 For a name I'd kinda prefer "bad-relay-config" to match the wiki but
 obviously unimportant.
