 The former. What you call the reported size is the inner window content
 area, without toolbars or borders, and that's what's accessible to
 websites. (TBB is designed to hide the actual window size and screen size
 from them.) You can test whether this size is correctly rounded to 200x100
 multiples using e.g. https://panopticlick.eff.org/ or
 http://browserspy.dk/screen.php.
