Comment:

 I am resolving this bug as Fixed because of the changes we made for
 #11199.  There is now a way for users to reconnect/restart tor if it exits
 for some reason and the message displayed is more friendly.  We will need
 to continue to watch for cases where tor exits without user intervention
 though (e.g., crashes).
