 suite depended on the old behavior of tor_addr_to_str() returning NULL for
 AF_UNSPEC rather than the string "AF_UNSPEC".  I'm not sure this causes
 problems anywhere else, but recommend changing tor_addr_to_str() back to
 the original behavior for the AF_UNSPEC case.
