 Just to summarize, I agree with yawning that the short-term idea would be
 to just fix/enhance this patch (proper/more documentation for functions;
 don't `log_notice()` the initial message if INFO-level logging is already
 enabled; unit test for `report_proxy_stderr()` and ideally for
 `tor_process_get_stderr_pipe()`, too), and have it be merged in 0.2.6.

 (This short-term plan would not involve adding anything to
 `main.c`::`run_scheduled_events()` (somewhere next to
 `pt_configure_remaining_proxies()`). It's more simple and would be easier
 to get merged.)
