 I think we can make this work.  Is it OK to use a dropdown menu instead of
 radio buttons?  Mark and I mocked something up and we will attach a
 screenshot in a minute.

 We may need some changes in tor to make the above happen.  When all of the
 configured bridges are unusable, I don't think tor generates a bootstrap
 failure or reports an error.  This means that the Tor Launcher progress
 window will just sit there indefinitely without making progress and the
 user won't know what is going on.  I thought there was an open bug about
 this but I cannot find it.
