 I have seen these symptoms as well. I think a large taskbar was the
 problem in this case on my testing machine. Could that be an issue in your
 case as well? One thing I am wondering is why the NoScript and HTTPS
 Everywhere buttons are not on the toolbar but on the add-on bar at the
 bottom of the window. Did you configure that this way or does it happen
 even if you download a fresh TBB?
