Comment:

 I believe all major issues within obfs-flash have been dealt with that
 might affect a deployment - we've tested it with the previous non-
 deterministic PTTBB on all platforms. The only thing left, is to add this
 into the deterministic gitian build of PTTBB (soon-to-be just "TBB").

 Therefore, I'm re-parenting this ticket from #7167 to #9444.
