 Once development has progressed on Tor Website 3.0 a Staging environment
 should exist to which developers can deploy for testing, feedback, etc:
 `staging.torproject.org` or `beta.torproject.org`.

 Another separate staging environment could also need to be created for
 translations: `translations.torproject.org`.

 A consideration is whether the Staging environment (or environments) are
 protected by basic auth or completely public facing.
