 Wrong: "Valid client names are 1 to 19 characters long"
 Truth: "Valid client names are 1 to 16 characters long"

 Proof: [Warning] HiddenServiceAuthorizeClient contains an illegal client
 name: '(removed)'. Length must be between 1 and 16 characters.
