 How about we make the default settings file for development/testing and
 add comments what parts need to be changed for production?  After all,
 there will be a couple testing instances but only a single production
 instance.  That settings file will be version-controlled, but will have to
 be modified locally on the server.

 Unless that's a bad idea for some reason?
