 Please see [ticket:10697] regarding fetching a subset of relays from the
 details-document Onionoo provides.

 A further step is to scrape the email addresses of relay operators from
 the relay descriptor in case the operator provided any. This should also
 take into account any 'normal' obfuscation in place.
