 #11069 has been filed about the Tor PT bootstrap hang issue from
 comment:23.

 #11071 has been filed about future work on the selection dropdown based on
 discussion in the dev meeting. I want something sooner rather than later,
 though, so I think we will likely merge this form first, and then
 deliberate and decide on the exact layout of #11071 later.
