 according to
 https://trac.torproject.org/projects/tor/ticket/8368#comment:9 , torctl is
 deprecated.

 I also think it is simpler to directly start the process rather than run a
 script that do start the software ). Having asked to systemd upstream,
 they would favor forking, except if there is possbility to use notify, see
 http://lists.freedesktop.org/archives/systemd-devel/2013-June/011218.html

 Yet, i think the simplest think can be, the better, so I would favor the
 file from #8368
