 Go to https://compass.torproject.org/ and then click submit. You get a
 list of the top ten relays, and your URL changes to
 "https://compass.torproject.org/#?exit_filter=all_relays&links&sort=cw&sort_reverse&country=".
 Great.

 Then open a new tab and paste the above long URL into it. No relays
 listed!

 If you type in '10' rather than leaving it to be the default, then you get
 a URL of
 "https://compass.torproject.org/#?exit_filter=all_relays&links&sort=cw&sort_reverse&country=&top=10",
 which does work when you paste it into a new tab.
