 In (private) Tor networks with only one directory authority, that
 directory authority fails to upload votes and signatures to the other
 authorities and warns:

 "Publishing server descriptor to directory authorities of type 'V3', but
 no authorities of that type listed!"

 Fix in my branch one-dirauth.
