 It's not but with Firefox or Torbrowser, no code used to load of xul.dll
 was changed since 24ESR appear:
 nsBrowserApp.cpp, nsXPCOMGlue.cpp, FileUtils.cpp

 You can to reproduce scenario probably happens for such bug with attached
 code.
