Comment (by teor):

 In a TestingTorNetwork, when TestingAuthDirTimeToLearnReachability is much
 lower than its normal value of 30 minutes, bootstrap will happen much more
 reliably if we test reachability at a proportionally faster rate.

 Split off as #13929.
