Comment (by teor):

 I have made changes in #13823 that successfully has authorities create a
 consensus every 10 seconds in a chutney network. This should work as long
 as the clocks are strictly synchronised.

 For comparison, the src/test/test-network.sh script allows 18 seconds for
 chutney to launch and do its tests, which is two of these consensuses.
