 I'm not able to do a code review right now, but I did run your branch on
 commit 440b10ec29d19459376d380bdd659fc8c9d5bb26 and stuck a relay into my
 no-exit network.  The notices log is:

 Previously I never got past the 50% mark, so that appears to be a good
 sign.
