 Hm, also maybe the `epsilon` should not be in the `hidserv-stats-end` line
 and should be in both of the stat lines. There might be a good reason for
 having different epsilons between different stats (for example, because we
 might care more about HSDir stat obfuscation than HS cell obfuscation))
