 Dear Tor-Team,

 I'm sorry, but the issue seems to be solved overnight.

 I tired it again a few minutes ago, and I'm able to reach all servers I've
 set up.
 The connection is very slow and I'm still getting a few timeouts, but it
 works.

 Unfortunately, I'm unable to tell what the problem was since I didn't
 installed any software updates or something like that.

 It is possible that there was an interference in the ISP-Network, but it
 doesn't seem to be so (see attatched graph).

 To conclude, the bug is not related to Tor, therefore, I'd like to close
 this one.
