#12996: Relay operators see "Unexpected onionskin length after decryption: 58"

 We've had one or two reports lately of people seeing
 {{{
 [warn] Unexpected onionskin length after decryption: 58
 }}}
 in their logs.

 It basically means that some client sent the relay a malformed (too short)
 create cell.

 It's possible that this is a bug in our Tor client code, but I think it's
 more likely that somebody else is working on a Tor client, and has a bug
 in their code.

 Since there isn't really much the relay operator can do about it, we
 should probably downgrade the warning to a protocol-warn.
