 We need a communication channel to inform developers of Onionoo clients
 when there are major changes to the protocol.  My current approach is to
 email them whenever I learn they're developing an Onionoo client and ask
 them if they would mind being informed of such changes.  If they're
 interested I put their email addresses in a local file.  That list has
 grown to 14 entries by now.  That's still manageable, but I'd rather have
 a mailing list for it to manage subscriptions, address changes,
 unsubscriptions, etc.

 How about we create an onionoo-announce@ mailing list for this purpose?
 This would be a public list with just me and future Onionoo contributors
 being allowed to post, and I'd be the moderator.  I expect to send between
 2 and 10 messages to that list per year.  All development discussions
 should still happen on tor-dev@, Trac, etc.

 I could approve this request myself, but I'd like to hear what the other
 list admins say.  phobos?  atagar?
