 I tried out [https://github.com/meejah/tor-weather/tree/develop meejah's
 develop branch, commit 4893644] in a Vagrant box.  When I try to subscribe
 to an existing Tor relay, it tells me: "We could not locate a Tor node
 with that fingerprint."  It seems that the `Router` table is not
 populated.  I tried running the `runhourly` and `rundaily` scripts, but
 that didn't fix the problem.  Was the router-table-populating code taken
 out by accident?
