 We get to choose whether to provide incremental MARs for the older
 releases.  I think Mozilla only provides incrementals for one revision
 back unless they make two releases in quick succession.

 Using updated numbers from a recent build that we made, we estimate about
 1.94 times as much space, without incremental MARs.  Call it twice as
 much.
