 Most of this information seems to be exposed at this point when
 descriptors are uploaded/fetched from directories, but a bit of work is
 still needed on the hidden services side. In particular, it would be nice
 if we emit something similar to {BAD,ACCEPTED}_SERVER_DESCRIPTOR when we
 upload the descriptor to the HSDir. Similarly we should also reuse or add
 similar stream purposes like DIR_{FETCH,UPLOAD}.
